Lyijykieltoa pukkaa // Towards the lead ban

Tympiintynyt on ehkä se osuvin luonnehdinta, kun pohdin tuntojani EU:n kemikaaliviraston (ECHA) REACH-komitean eilettäisen päätöksen osalta. Kun katsoo komitean jäseniä, huomaa, että siellä on varmasti asiantuntemusta ympäristöasioista, mutta tavan metsästäjäkansalaista ei kyllä ole kuultu tai ainakaan huomioitu päätöksessä. Tällä päätöksellä metsästäjä 

• ei välttämättä edes tiedä rikkovansa lakia (RAMSAR -määritelmä “Wetlands are areas of marsh, fen, peatland or water, whether natural or artificial, permanent or temporary, with water that is static or flowing, fresh, brackish or salt, including areas of marine water the depth of which at low tide does not exceed six metres"), kun myös lyijypatruunoiden hallussapito on kiellettyä ko.alueilla
• saanee kolmen vuoden siirtymäajan hankkiutua lyijypaukuista eroon ja löytää aseeseen sopiva (kohtuuhintainen) korvaava panos
• vanhojen aseiden osalta menettää myös rahaa, kun aseiden käyttöarvo tipahtaa, eikä niitä enää saa myytyä - laatuaseissa on tähän asti ollut rahat tallessa edes kohtuudella, muttei enää jatkossa, jos ei se Ranskan lilja sieltä löydy 
• ei ehkä ammu lyijypatruunoilla ampumaradoillakaan, jos lyijyn hallussapito kertakaikkiaan kielletään - niinkuin HS (Löytömäki 3.9.20) kirjoittaa; joko koitetaan elää epämääräisen kosteikkomääritelmän kanssa tai sitten kielletään lyijypatruunat kokonaan

Sorkkakauden aloitussaalis kaatui lyijyttömällä Sako Blade -patruunalla, sorsastuksessa olin teräspatruunoin liikkeellä, mutta kyyhkysiä ammuin lyijyllä. Jos tuota asetusta pohtii, olisi kyyhkyltä sorsalle siirryttäessä pitänyt viedä jonnekin (?) ne vielä mukana olleet lyijypaukut, siitä huolimatta, ettei niitä aikonut sorsalla käyttää. Mitä jos kyyhkypassiin piti kulkea kosteikon määritelmän täyttävän alueen läpi ja lyijyn hallussapito on kielletty 300 metrin säteellä kosteikosta? Kuka sen 300 metriä sitten sentilleen maastossa mittaa? Ja senkö takia sitten kierrän taskussa olevien lyijypatruunoitten kanssa jonkun mutkan, vaikka minulla ei ole aikomustakaan käyttää lyijyä..? Älytöntä, ihmiset, älytöntä!

Mikä ei ole oikeus ja kohtuus, ei saata olla lakikaan - vanhat tuomarinsäännöt asettavat nämä EU-asiat taas vähemmän imartelevaan valoon. Pienenpieni toivo elää, että esim. valkoposkihanhen ja suden osalta (kansalaisaloite!) saataisiin jotain järkeä tähän touhuun - kumpikaan laji ei ole uhanalainen, mutta aiheuttaa isoja ongelmia sekä eläintuotannossa, syrjäseutujen asukkaille että koiran kanssa metsästäjille, joita on valtaosa. Esim. hirvet eivät kaadu ilman koiria, koska miesajoon ei vaan riitä väkeä. Hirvien kannanhoidon laiminlyönti näkyy samantien sekä liikenteessä että metsätaloudessa.  

PS. Onhan pienenpieni mahdollisuus, ettei tämä lyijykielto mene läpi EU-parlamentissa..

Disappointed, but not overly surprised. This is how I would describe my feelings after the REACH committee made its decision on lead ban. The committee seems to be occupied by civil cervants, so this is a far cry from a democratic decision - and one that for many parts does not make sense, or is next to impossible to follow. Here´s how:

• the definition of RAMSAR wetlands makes it at times impossible to know, if you are violating the rules, as wetlands can be area of peatland or temporary water, how can you tell in winter? Or during dry spell? Also, this rule forbids possession of lead  cartridges in the area, so would you need to walk around an area that might be considered wetlands on your return from landfowling?
• Finland is likely to have a 3-year transition time to get rid of your old lead ammo and possibly get a new gun with that French lily sign - and realizing your old gun has lost all its resale value..
• the other option is that possession and use of lead ban may be banned alltogether, which in turn would mean shooting steel (or something else) on shooting ranges, too. Some of the clubs running these shooting ranges have spent huge amounts of money to adapt to the rules in their environmental permits, and now they would have to redo their plans, to some extent at least. In fact, there are ranges, where use of steel and other substitutes for lead is currently prohibited..

I shot my first deer of the season with a Sako Blade, nontoxic ammo, and will continue to use it in my rifle. The mallards I shot with steel cartridges, but for pigeons I´ve used lead. We combined both pigeon and mallard hunting, so following the new decree, I would have had to drop off my lead cartridges somewhere before going to the wetlands, as the lawmaker seems to think I cannot be trusted NOT to use the lead cartdridges, if I have them on me.. 

I´m not happy the EU getting its hands on everything, the barnacle geese is protected and anything but vulnerable/close to extinction, and we cannot get it into our hunting law without EU´s say-so (and it won´t). Same with the grey wolf, I feel for the folks having to live with the geese and the wolves, and they cannot do the most effective and cheapest way to deal with the excess numbers! Thanks FACE  and the Finnish Hunters´ Association for trying to bring some sense into this.

PS. ANd there is a small window of opportunity for the lead ban not to proceed, should the EU-Parliament see the faults and reject the proposal. We´ll see.. I won´t hold my breath..
